Can't view the detail or the attachment for a rebilled expense

I have added an expense item, scanned the receipt and uploaded the attachment. I have subsequently rebilled the expense item and produced the invoice.

Now I can't view the expense receipt attachment because the item is locked. I am on the client site and hoped to print / download the expense attachment to include with the invoice.

View-only access to the attachments is needed, even if the item has been rebilled.

And, as a suggestion, it would be really useful if receipts were attached automatically to invoices with rebilled expenses.
